# Why the courier tariff is cited and not hosted

The ACS tariff PDF is a commercial carrier's own price document. It is third-party
copyright and cannot be relicensed, so it is not served from this directory, which
carries a CC BY 4.0 licence line.

It is cited instead by the provider's own URL plus a SHA-256 that was verified
byte identical against the live document on 15 August 2026, 963,324 bytes. The
prices themselves are facts, are not copyrightable, and are published in full in
`greek-sme-prices.csv` with a source URL and retrieval date on every row.

**Do not re-add the PDF to this directory, and do not cite `sources/primary/...`
from here.** That path is the local evidence store and is not served, so a claim
citing it is a claim a reader cannot check. Both mistakes have been made once
already and corrected twice.
